EEZ REGULATIONS ENVIRONMENT MINISTER AMY Adams' discussion document on proposed regulations for the Exclusive Economic Zone and Continental Shelf Bill is currently before Parliament. The Bill is consistent with New Zealand's international obligations under the United Nations Convention on the Law of the Sea and sets up a consenting regime for the EEZ and continental shelf. Adams says, "Current levels of activity in the EEZ and continental shelf are low, and indications suggest that New Zealand will not see a large number of new operations in the next 10 years. In fact, the number of activities needing consent will be a handful each year." The Government's opinion is that activities with more than minor environmental effects should require a marine consent. This means activities with minor or less than minor effects will be classified as permitted, subject to conditions. It is proposed that he following activities be permitted if they comply with specific conditions for each activity: • Seismic surveying • Submarine cabling • Marine scientific research • Prospecting for oil and gas and seabed minerals. All exploration, production and decommissioning for oil and gas and seabed minerals would require a marine consent from the Environmental Protection Authority. K'Cee unsolved mystery WHEN THE CRAYFISHING boat K'Cee sunk near Doubtful sound on April 30, family, police and fellow-fishermen alike were mystified as to what happened to the boat. K'Cee went down with skipper Bruce Gordon, 42, and crewman Darren Allen, 37, aboard. Neither have been seen since. CRA8 management committee chief executive Malcolm Lawson said that Gordon was a very experienced fisherman, one of about 65 commercial cray fishermen who fished in the CRA8 area, which goes from Westland, down the West Coast, through Foveaux Strait including Stewart Island and up to the Catlins. K'Cee was one of about five boats based in the Doubtful Sound area, which was popular among commercial fishermen due to the number of crayfish there. Lawson said he could not recall a commercial crayfish boat sinking in the area in the last decade, due in part to the experience of the skippers and improvements in the quality of boats, electronics, communications and weather forecasts. No information has come to light as to the cause of the sinking. Police initially called off the active search after finding only traces of the boat, such as dinghy floorboards, a liferaft bladder and the K'Cee's emergency locator beacon, which had not been activated. But paua divers Doug Fox, Rob Emitt and Murray Braven found the remains of the K'Cee's wheelhouse two weeks later, showing evidence that the boat had taken a severe battering before she went down.
