DINGHY CAPSIZES A MAN AND his son drowned after a dinghy overturned and sank by a boat ramp near the old Mangere Bridge on 20th May. A man and four children from one family were taking the dinghy out for the first time after it had been given to the man as a gift from his wife. None were wearing life jackets. The dinghy capsized after going out at 2pm on Sunday in fine conditions. The people in the boat were swept westwards by the current towards the old Mangere bridge, where three of the children managed to grab hold of the pylons and cried to onlookers who jumped from the high bridge to try and save them. The children, including a two-year-old, were blue and hypothermic when they were rescued. Fire officers winched them up from under the bridge. One was taken to Kidzfirst Children's Hospital in a "very serious condition", the other two were taken to hospital with minor injuries. Accidents are not uncommon in the harbour said local resident Rochelle Hawkswood, "It looks so sheltered you think you're not going to come to any trouble, but it happens." Water Safety NZ chief executive Matt Claridge said that checking the boat and safety equipment, checking the conditions and planning a course that matched skill levels are essential on all journeys. "It doesn't take much for two or three of those factors to conspire against you and you're left in a terrible situation." The boat did not appear to have a bung in it. "It's a case of mutually-assured extinction out of which no one will be winners, not the dolphins and not the fishers. I am sure with a bit of collective goodwill we can do better than that." Mr Mawson says a key to the problem of a management regime is the lack of information identifying and locating the dolphins due to a lack of research that accurately maps the location and travel of the dolphins which is why an exclusion zone won't work. The fishermen are proposing the formation of a Steering Group made up of representatives from the Ministry of Primary Industries, DOC, local government, local advocates for the dolphins, Iwi, other stakeholders, and the fishing industry. "Everyone would have to participate with an open mind, ourselves included, if a positive outcome is to arise from this approach," he says. "Local fishers have a significant potential contribution…including an active reporting programme for sightings, assistance to DOC with DNA testing to identify the species' movements, voluntary restrictions on set netting where sightings have taken place, Government observers on boats, and the use of acoustic "pingers" on set nets to alert the dolphins of the presence of nets." Mr Mawson says they will be seeking support from Government, local councils and community for a collaborative approach that does not involve destruction of the fishing industry.
