M NZ I NC I DENTS R E P ORT S Maritime New Zealand has for some time provided Professional Skipper readers with copies of the commercial accident notifications that they receive pursuant to Section 31 of the Maritime Transport Act, 1994. Due to some concerns around privacy Maritime New Zealand has reviewed its current release policy and we expect to be able to offer readers summaries of accidents and incidents reported in some form, starting from the next issue. Ed MARITIME NEW ZEALAND���S NEW TEAM OF COMPLIANCE MANAGERS BAZ KIRK, NATIONAL ADVISOR INDUSTRY SUPPORT Baz started his career as a crewman of fishing boats out of Gisborne in the late 1970s. Gaining his commercial skippers ticket in 1983, he skippered fishing boats and was involved in most aspects of the fishing industry until he came ashore in the midBaz Kirk 1990s. Baz then began working as a fishing tutor at the maritime school at Tairawhiti Polytechnic in Gisborne. He became program coordinator, involved in accreditation, academic quality management, vessel compliance, and was the Health and Safety Executive for the maritime school. Baz worked as a Coastguard volunteer for 20 years becoming operations manager for Coastguard Eastern Region in 2004. At Coastguard, he has been heavily involved in people and systems management, and vessel compliance in Safe Ship Management. Baz has been leading teams of volunteers who have been working on change and improvement of Coastguard���s systems. Baz joined Maritime NZ as the Manager for Commercial and Recreational Liaison in February, 2012. He has developed networks and enhanced links with the maritime industry. Baz is now National Advisor for Industry Support based in Auckland where he works on the implementation of MOSS, alongside three regional managers and their teams. Baz is a well-liked character, known for his professional skills and his ability to engage with the industry. Baz holds the following qualifications: ��� Commercial Inshore Fishing Skipper ��� Senior Master Search and Rescue Vessel ��� National Certificate Adult Education and Training Baz is married to Maree and together they enjoy outdoor sporting activities. searching for semi-submerged container debris. Most of the team���s domestic operations were as support for the New Zealand Police, searching for sunken vessels and persons lost at sea. Prior to that, Deane was the littoral warfare operations officer, designing, developing and introducing innovative solutions for amphibious operations for the New Zealand Defence Force. Deane���s 20-year naval career has seen him sailing New Zealand and UK ships around the world, including appointments such as Second in Command of HMNZS Endeavour, circumnavigating the Pacific rim, and transiting the Bering Sea. Deane���s senior project roles include that of future capability project officer investigating the viability of unmanned aerial vehicles in New Zealand. He was also the amphibious operations development project officer developing new policy and a change-management plan for Deane Ingram the RNZN transitioning into their new amphibious culture. Deane has been required to work across all maritime government agencies in a number of roles. As staff officer at Headquarters Joint Forces New Zealand, he was the lead planner for maritime operations, focused on international threats such as piracy. As the naval liaison officer for the National Maritime Co-ordination Centre, he established new standing operating procedures and interagency protocols for a whole-of-government patrol and response, within New Zealand���s exclusive economic zone. He was also the project manager in charge of developing and introducing a new interagency maritime computer network. Deane is a commercially qualified skipper with experience operating charter vessels, and has worked in the ferry industry. He is married to Trish and in his spare time is an avid fisherman, a qualified diver, and enjoys sailing. PELIN DAVISON, REGIONAL COMPLIANCE MANAGER CENTRAL DEANE INGRAM, REGIONAL COMPLIANCE MANAGER NORTHERN Deane has served 20 years as an officer with the Royal New Zealand Navy based at Devonport. Until recently he was Commanding Officer of the Mine Counter Measures Team, where his deployments included leading the specialist underwater search team on international deployments searching for underwater explosives. Locally, his team were deployed on the Rena response, Pelin Davison Pelin worked as a senior consultant for Classification Society Det Norske Veritas, in their Singapore office for 10 years prior to joining Maritime New Zealand. Pelin���s work was in the area of risk management, and safety and environmental management March/April 2013 Professional Skipper 79
