NZMTA NEWS PROGRESS IN SMALL STEPS M uch as I would like to report on progress with MOSS and the most recent round of submissions, the only information I have been able to glean from Maritime New Zealand is a brief response from the MOSS Programme Manager, John Oldroyd. Early in August, he advised that Maritime NZ continue to work on analysing the large number of submissions they received during the May consultation process and are in the process of redrafting the Rules to reflect this feedback. John advised that Maritime NZ are still on track to send redrafted Rule Parts 19 and 44 to the Ministry of Transport in late September/early October. Once this is done, it will be the Ministry that facilitates the progress of the Rules through the Ministerial and Cabinet approval process. Maritime NZ will then be in a position to send out specific responses to submitters so they can see how their input has been incorporated into the revised Rules. The Maritime Transport Association and other stakeholders have previously offered their assistance to Maritime NZ, encouraging the establishment of a working group. It was hoped that this group would support the regulator to ensure that the delivery of MOSS was both cost effective and relevant for our industry. We remain hopeful that Maritime NZ will engage and have a more inclusive role with the various sectors of our industry. BY MARGARET WIND, EXECUTIVE OFFICER, NEW ZEALAND MARINE TRANSPORT ASSOCIATION At this stage, despite many of us carrying historical scepticism, I am prepared to give Maritime NZ the benefit of the doubt. In particular, the new Director has shown an interest in taking our views into account and we can only wait with anticipation for that final draft to confirm that the new rule has achieved the desired outcome. John Oldroyd also advised that Maritime NZ have been working on progressing the MOSS survey workstream, notably pulling together an industry working group to develop surveyor guidance material. 'Expressions of interest' to participate in this group have been sent to the survey community. This seems to contradict the previous statement somewhat, as it would appear Maritime NZ are forging ahead with MR44. This rule holds the greatest concern for our industry in terms of Maritime NZ's resource capability plus survey and audit costs to operators. A working group is an excellent concept, but one made up of surveyors alone, will not serve the interests of operators. The concept of improving surveyor standards is to be complimented, as is Maritime NZ's desire to finally put out some guidance material for surveyors. Let's be mindful however, of the fact that surveyors have a vested interest in surviving the regulation of their own sector under MR44, and therefore, a balanced working group is paramount. Experience in overnight cruising would be an advantage but is not a necessity. • The skipper will have ultimate leadership of a crew of seven, consisting of; a Cruise Co-ordinator, Bosun, Chef and four crew so will require strong HR, leadership, management and communication skills. • Experience in health and safety systems, MNZ regulations and compliance is essential • Strong customer service skills and hospitality experience. • Excellent oratory skills. • Understanding of the Northland region and a broad general knowledge. • Adaptable and flexible. • Tidy presentation This role is for a 6 month seasonal position.
