being, say government officials. The merger will take place in two stages. The first will focus on second-tier positions business groups and their functions. Once these decisions have been made, change will follow at all the other levels. The new super-ministry will work at the core of the government's priority for economic growth, while also achieving the required level of protection of the environment. The merger aims to reduce duplication and administration costs. It is expected to result in savings of $18.2 million in Crown revenue in 2012 and 2013. Initial work is said to have already delivered savings of $10 million. Part of the savings will be shared with the sectors and industries the ministry works in, including the seafood sector. New business processes are expected to reduce costs further. The government says its priorities for fisheries are likely to remain largely unchanged, and the focus will continue to remain on developing aquaculture, implementing fisheries plans and various strategic projects, including recreational and customary fisheries. SURVEY WILL REVEAL AMATEUR FISHING PATTERNS Whether you fish in your leisure time to catch a feed once or twice a year, or go out almost every weekend, the Ministry of Fisheries is keen to know, following the launch of a huge survey in July. "The purpose of the survey is not to identify fishing-specific sites, but instead to help us build an overall understanding of what's happening in our amateur fisheries," says MFish's manager inshore fisheries, Leigh Mitchell. The ministry has developed an integrated system to estimate the amateur fishing catch. Its components include: • on-site surveys, for instance fishing activity at various locations • off-site surveys, including random household surveys • remote monitoring, such as using web cameras at boat ramps, and • amateur charter vessel activity reports. The survey does not include non-commercial fishers who are fishing under a customary fishing permit. "The survey will provide important data on how often amateur fishers tend to fish, where they fish, how much they catch the species that are caught and the method of fishing used," says Mitchell. It covers all of New Zealand except for the Chatham and Kermadec Islands and the sub-Antarctic Islands. The National Research Bureau, which is conducting the survey for MFish, recently completed a pilot survey of about 1200 households. BILL CLEARS ITS SECOND READING The legislation focused on removing aquaculture management areas from the planning process of approving new aquaculture farms received its second reading in the House of Representatives on May 17. The purposes of the Aquaculture Legislation Amendment Bill (No. 3) are to: • reduce costs, delays and uncertainty ·• promote investment in aquaculture development, and • enable integrated decision-making "Our work has been focused on providing advice on a legislative framework that will enable marine-based aquaculture to fulfil its economic potential within environmental limits," says MFish's industry development manager, Emma Taylor. She said spatial planning for aquaculture was still very important. "But processes have been streamlined and should be more enabling and workable."
